- Budget for a major upgrade every LTS cycle: Umbraco 13 support ends December 14, 2026, and Umbraco 17 LTS is supported until November 27, 2028.
Umbraco CMS is free: the software is MIT-licensed, so a commercial website pays no license fee. What you pay for is hosting (Umbraco Cloud from €45 to €730 a month on its listed plans, or your own Azure or AWS bill), optional add-ons from €100 to €18,800 a year, support if you want it from Umbraco HQ, and the development work, which for a typical marketing site runs from about $10,900 to $76,800 with an Eastern European team.
We are a Registered Umbraco Partner and have built, upgraded and supported Umbraco sites for more than ten years, so this guide covers both sides of the bill: Umbraco HQ’s list prices, which we quote from umbraco.com as of November 2026, and the build and running costs that usually decide the budget. Umbraco lists its prices in euros, and we keep them in euros rather than converting. If you are new to the platform, start with what Umbraco is.

All prices are Umbraco HQ list prices in euros, effective January 1, 2026 or the first renewal after it. A few notes that change the math:
- Forms has two license types this year. Besides the subscription, Umbraco still sells a one-off Forms license (€300, plus €200 per extra domain) for Umbraco 13 and 16, but only until Umbraco 13 reaches end of life on December 14, 2026. Each Forms license covers one production domain and two development environments.
- Cloud scaling costs extra. Dedicated resources, Redis cache and load balancing are priced separately. Umbraco’s 2026 price list shows, for example, Standard with dedicated resources level 1 at €260 a month.
- Most sites need few or none of the add-ons. A marketing site often needs only Forms. Workflow, Engage and Commerce are for approval chains, personalization and online stores.
The Cloud plans differ mainly in capacity and included features, not in the CMS itself. The free CMS is the same software that runs on Umbraco Cloud.
Umbraco Cloud vs self-hosting
Umbraco Cloud is managed hosting on Microsoft Azure run by Umbraco HQ. It includes environments, Git-based deployments, backups and automatic minor and patch upgrades. Self-hosting runs the same CMS on infrastructure you control: Azure App Service with Azure SQL, AWS containers with Amazon RDS, or your own servers.
The cost comparison is not just plan price against cloud bill. On Cloud, Forms and Deploy are included, and nobody on your side maintains pipelines or backups. On self-hosted infrastructure, a small site can run on modest compute and database tiers, but you add engineering time for CI/CD, monitoring, patching and backups, plus Deploy at €2,800 a year if you want Umbraco’s content transfer between environments. Price your own setup with your cloud provider’s calculator rather than trusting a generic monthly figure.
Our rule of thumb: Cloud suits teams that want to focus on the site and have one to a few projects. Self-hosting suits organizations with an existing cloud platform, strict network or data residency rules, or traffic that needs custom scaling. We run both. Ben-Gurion University’s site, with about 80,000 pages and around 1,000 editors, runs self-hosted on AWS ECS Fargate with Amazon RDS and S3; Alliant’s multi-site platform runs on Azure with Blob Storage, a load balancer and CI/CD pipelines.
What an Umbraco website costs to build
Development is almost always the largest line. The table below uses our planning hours for each part of a build and market rate bands from 2025-2026 outsourcing rate surveys: about $35 to $80 per hour for Eastern Europe and $80 to $160 for US onshore teams.
| Site type | Typical scope | Hours | Eastern Europe | US onshore |
|---|---|---|---|---|
| Small marketing site | Design, content model, block library, forms, deployment | 248-760 | $8.7k-$60.8k | $19.8k-$121.6k |
| Typical marketing site | Small site plus search, performance and SEO work | 312-960 | $10.9k-$76.8k | $25k-$153.6k |
| Complex site or estate | Typical plus multi-language, multi-site, CRM integration, SSO and content migration | 576-1,840 | $20.2k-$147.2k | $46.1k-$294.4k |
| Upgrade only | Umbraco 8, 10 or 13 to 17 on .NET 10, no redesign | 80-400 | $2.8k-$32k | $6.4k-$64k |
Costs are hours multiplied by the low and high ends of each band. What moves a project from the low end to the high end:
- Content model and blocks. A clean set of document types and 15 well-built blocks costs less than 60 one-off blocks, and is easier for editors.
- Multi-site and multi-language. One codebase serving several sites needs shared components and per-site settings designed from the start. Our multi-site architecture guide explains the options.
- Integrations. Sending forms to a CRM or marketing automation tool, or importing listings and staff data, is real engineering with error handling and logging.
- Migration and upgrades. Moving content from another CMS, or from an old Umbraco version, depends on how many custom packages and editors the old site has. Our Umbraco 8 to 17 upgrade guide walks through it.
Use the estimator to price your own scope. Tick what your site needs, then switch the rate band and team size.
Running costs
After launch, budget for four things:
- Hosting. On Umbraco Cloud that is €540 a year for Starter, €3,360 for Standard or €8,760 for Professional at list price, plus any extra environments. Self-hosted, it is your cloud bill and the time to run it.
- Add-on subscriptions. Forms, Deploy, Workflow and the rest renew yearly.
- Support and small changes. Security patches, editor help, bug fixes and small features. You can buy Umbraco HQ’s Core support plan at €8,000 a year, or, more commonly, agree a monthly retainer or hours with your development partner.
- Major upgrades every LTS cycle. Umbraco ships a major version every six months, and long-term support versions follow each .NET LTS release. Umbraco 13 support ends on December 14, 2026; Umbraco 17 LTS is supported until November 27, 2028. Plan an upgrade project every two to three years. Our comparison of Umbraco 13 vs 17 LTS covers what changes.
Umbraco Cloud applies minor and patch upgrades automatically, but major upgrades still involve code work on Cloud too.
A worked first-year example. Take the typical marketing site from the table above, built by an Eastern European team for $10,900 to $76,800. On Umbraco Cloud Standard it adds €3,360 a year in hosting at list price, with Forms and UI Builder included and no other add-ons needed. Self-hosted on Azure or AWS, it adds your cloud bill, €100 a year for Forms and the engineering hours to run pipelines, backups and patching. In both cases, add a support budget for fixes and small changes, and set money aside for the next major upgrade before the current LTS version reaches end of life. The license line stays at zero throughout: with Umbraco, every euro or dollar goes to hosting, optional products and people.
Umbraco vs WordPress and SaaS CMS on cost
WordPress core is also free, and for a small brochure site it is almost always cheaper to launch, thanks to themes and plugins. Over a three to five year horizon the gap narrows on larger sites: WordPress spend accumulates in premium plugins, security monitoring and maintenance, while Umbraco spend concentrates in development and planned upgrades. Our Umbraco vs WordPress comparison goes through hosting and total cost in detail.
SaaS and headless CMS products remove upgrade projects but charge recurring fees that usually scale with users, locales, content volume or API calls, and you still pay to build the front end. Compare five-year totals, not launch cost.
How to get an accurate quote
- List your page types and content volume. Templates, number of pages, languages and sites matter more than design polish.
- Name every integration. CRM, marketing automation, SSO, search, data imports, each with direction and frequency.
- Decide on hosting early. Umbraco Cloud or self-hosted changes the deployment work and the yearly bill.
- State the Umbraco version. New builds should start on Umbraco 17 LTS. For an upgrade, share the current version, packages and custom code.
- Ask for hours by module. A quote that names hours, rate and what is excluded is comparable; a single number is not.
- Check the partner. Our guide to choosing an Umbraco partner explains what partner tiers and certifications tell you, and what they do not.
Where OSKI fits
OSKI is a Registered Umbraco Partner and a .NET engineering company with a team mostly in Ukraine. We do Umbraco development for new sites and multi-site platforms, Umbraco upgrades from 7, 8, 10 and 13 to 17, Umbraco support, and Umbraco developers for hire for agencies and in-house teams.
Some examples. For Alliant, a US insurance brokerage, we rebuilt a family of sites on one modular Umbraco codebase with Okta sign-in for editors and Umbraco Forms workflows that feed Eloqua. For Jongeneel we moved an internal operations platform from Umbraco 8 and .NET Framework to Umbraco 17 on .NET 10, replacing the deprecated NuPicker with Contentment. For Ben-Gurion University we run an Umbraco site with about 80,000 pages and around 1,000 editors and moved it from Azure to AWS without downtime. We also built a reusable GraphQL import tool for real estate sites and delivered Umbraco sites under a US consultancy’s brand from 2021 to 2025.
We publish 11 Umbraco packages on NuGet. Some are free, such as UmbracoTwoFactorAuthentication, and some are commercial, such as umContentTranslator. Send us your estimator selection with your page types, integrations and hosting preference, and an engineer will reply with a written estimate and the assumptions behind it.
